Where can find a doctor to do the third and fourth spine reconstruction for my friend please?

This is my friend’s case. He is Not in the UK.

The primary cancer was in his liver, thus he did minimally invasive surgery for his liver cancer in 2014. Unfortunately last week, he found the cancer have spread to the bones, his legs feel numbness and paralysis, and he is not able to walk. How can he find a doctor to help him to do the third and fourth spine reconstruction? His local hospital is not able to do such surgery.
