I was recommended by the nurses to use E45 lotion or cream - they told me this on my first treatment as most women on the chemo I was having got very dry skin all over. I used it every day but my feet still became dry. I did try Scholl daily foot cream but this was only slightly better. In the end I used to put loads of E45 lotion on my feet every day after a shower and sit on the bed until it had soaked in. The other thing is to pat your feet dry rather than rub with a towel.
Edit to add - As I dont know what your husbands chemo is Check with the nurses if this would be of any help.
The chemo drugs are oxaliplatin & Capecitabine & the treatment is XELOX.
The cream he has been used is called udderly.

I wonder if it would help to give our nurses a call about this? River56 has given you a good tip and the nurses may have advice for you too on which creams your husband can use.
