they must have good reasons why they can't do chemo 

my brother is terminally ill they offerd it to him a while back to try shrink the cancer 

but it hasn't worked unfortunately

Sorry to hear about your Dad. 

My dad was diagnosed with stage 4 incurable bowel cancer which has spread to his lungs and liver nearly 2 years ago in April. He's been receiving palliative chemotherapy. It's aim is to prolong his life rather than to cure him. It's more than likely if your dad is refused chemo then it's probably due to his heart. I suppose these are questions that you'll need to ask as a family or if he's got a macmillan nurse then perhaps ask them if they know. Good luck. 

He only found out in December he had cancer. Thank fully they r only small tumours. He's had the fitness test to see if he could have the operation to remove them but he can't as it would be to dangerous and he would prob die on the table. He doesn't have a nurse.
