The Chancellor must provide sustainable funding for Stop Smoking Services to ensure that local authorities have the resources they need to help smokers quit.

The Prime Minister in her inaugural speech committed to “fighting against the burning injustice that, if you’re born poor, you will die on average 9 years earlier than others”.[1]

“Smoking accounts for approximately half of the difference in life expectancy between the lowest and highest income groups...” Professor Sir Michael Marmot.[2]

Smoking costs society £12.9 billion every year in England. Smokers paid £7.5bn in duty in 2014/15. Tobacco costs the British economy roughly twice as much as the tax raised.[3]

76% of the public support Government funding of Stop Smoking Services (YouGov 2016).

In 2015-16 over 380,000 people set a quit date through NHS Stop Smoking Services in England, around half of these quit smoking long-term.

Funding Stop Smoking Services is cost effective and saves money for the NHS and social care. Every £1 spent on smoking cessation services saves around £10 in lifetime health care costs and health gains.[4]

A report by Action on Smoking and Health and Cancer Research UK showed that up to 59% of local authorities in England are cutting funding to Stop Smoking Services.[5] This is despite political support remaining high. Over 600
councillors from across the political spectrum in England have supported our campaign for sustainable funding for Stop Smoking Services.

Stop smoking services are the most successful way to quit smoking.
